Abstract

Parlamentarizm, Başkanlık ve yarı-başkanlık sistemlerinin hepsi de demokratik sistemlerdir. Parlamentarizmin beşiği olan İngiliz temsili rejiminde, kuvvetler arasında hukuken eşitlik ve denge vardır ama uygulamada yürütme organının üstünlüğü vardır. Parlamentarizmde Bakanlar Kurulu, fiiliyatta yalnız yürütme görevini değil, yasama yetkisini de tekeline aldığı için eleştirilmektedir. ABD’nin Başkanlık sistemi, hükümetin ve siyasetin istikrarına katkıda bulunmaktadır. Türkiye’de her şey merkezden çözülmekle hantal bir bürokrasi oluşmuştur; merkeziyetçi değil de, yerinden yönetim esas alınmalıdır. ABD’de iki parti sistemi vardır; Başkan iki turlu bir sistemle seçilmektedir. Yargı, yasama ve yürütme kadar güçlüdür. Yasama gücü tamamen bağımsız olup, yürütmenin Meclise yasa tasarısı sunması söz konusu değildir. Kongre, sadece yasama ve denetim işlevi görmektedir; bakanlar (sekreterler) Meclis dışından Başkan tarafından atanmaktadır. Türkiye’de Başbakan, ABD Başkanı’na göre, 2 veya 3 kat daha güçlüdür. Bütçenin uygulamasında ABD’de Kongre, Türkiye’de ise Hükümet yetkilidir
