XIX. YÜZYILIN SONLARINDA OSMANLI’DA EĞİTİMİN İYİLEŞTİRİLMESİ GİRİŞİMLERİ ÇERÇEVESİNDE GAYRİMÜSLİM VE YABANCI OKULLAR

Abstract

Tanzimat sonrası süreçte Osmanlı Devleti’nin tebaasına bakış açısında değişimler söz konusu olmaya başlamıştır. Eğitim politikalarını da bu çerçevede değerlendirmek elzemdir. Siyasî koşulların hazırladığı bu zeminde özellikle gayrimüslimlere tanınan hakların sınırları genişletilmiştir. Hukuk, vergilendirme, askerlik gibi konuların yanında açacakları okullar da sistem içerisinde yerini bulmaya başlamıştır. Bu hakların verilmesiyle yüzyılın sonuna kadar devam edecek olan gayrimüslim ve yabancı okullar meselesi ortaya çıkmıştır. Bilhassa XIX. yüzyılın ikinci yarısından sonra eğitim kurumlarının gelişmesine ve taşra ile Rumeli’de yaygınlaşmasına paralel olarak gayrimüslim ve yabancı okullarının da sayısı artmıştır. Bunun bir sonucu olarak söz konusu okulların denetimi meselesi devlet tarafından daha fazla önemsenir hale gelmiştir. Osmanlı Devleti tarafından devamlı suretle, denetimi daha da sağlıklı hale getirmek maksadıyla, yeni kurumlar ve yasalar yürürlüğe sokulmuştur. Bu çalışma, bu sürecin son aşamalarından biri olduğu düşünülen 6 Eylül 1888 Milel-i Gayr-i Müslime ve Ecnebiye Mektepleri Müfettişliğine odaklanmıştır.

In the post-Tanzimat period, changes began to occur in the perspective of the Ottoman Empire towards its subjects. It is essential to evaluate education policies within this framework. On this ground prepared by the political conditions, the boundaries of the rights granted to non-Muslims in particular were expanded. In addition to With the granting of these rights, the issue of non-Muslim and foreign schools has emerged, which will continue until the end of the century. Issues such as law, taxation and military service, the schools they will open have started to find their place in the system. After the second half of the century, in parallel with the development of educational institutions and their spread in the provinces and Rumelia, the number of non-Muslim and foreign schools has also increased. As a result of this, the issue of supervision of these schools has become more important by the state. New institutions and laws were put into effect by the Ottoman State, in order to make the control even healthier. This study focused on 6 September 1888 Milel-i Gayr-i Müslime ve Ecnebiye Okulları Müfettişliği thought to be one of the last stages of this process.
