Neoliberalizm ve yolsuzluk arasındaki ilişkinin makro- ekonomik değişkenler üzerinden analizi: OECD ülkeleri örneği

Abstract

Yolsuzluk üzerine yapılan son dönem çalışmalarına bakıldığında genellikle yolsuzlukların nedeninden ziyade sonuçları üzerinde yoğunlaşıldığı görülmektedir. Dolayısıyla sorunun temeline inme, yolsuzluk ve yozlaşmayı üreten yapısal nedenlerin çözümlenmesi yerine yüzeysel tahliller yapılmakta ve sorunun kökünden çözülmesi büyük ölçüde göz ardı edilmektedir. Bu çalışmada yolsuzlukların nedenini neoliberalizmin, ekonominin dışına itmeye çalıştığı ancak asla vazgeçemediği devletin ekonomideki devlet- sermaye ilişkisinde aranmış ve bu yapı ile ortaya çıkan ilişkiler sonucunda oluşan yolsuzluğun makroekonomik değişkenlere etkisi incelenmiştir. Dünyada hızlı bir dönüşümün yaşandığı neoliberal süreçte, yolsuzluğun bütün makro ekonomik değişkenleri derinden etkilemesi bu tez çalışmasının yapılmasının da temelini oluşturmaktadır. The recent studies on corruption in the literature have focused on the results rather than the cause of corruption. Therefore, instead of analyzing the fundementals of the problem and the structural causes that produce corruption and corruption, superficial analyzes are conducted and the root of the problem is largely ignored. In this study, the cause of corruption was searched in the state-capital relationship of the state, where neoliberalism tried to push it out of the economy but never gave up, and the effect of corruption resulting from this structure on macroeconomic variables was examined. In the neoliberal process where a rapid transformation is experienced in the world, the fact that corruption affects all macroeconomic variables deeply forms the basis of this thesis study.
