Öz:Cumhurbaşkanlığı Hükümet Sistemi sonrası yönetsel düzende meydana gelen değişiklikler kapsamında Devlet Denetleme Kurulu yeniden yapılandırılmış ve denetim yetkileri genişletilmiş, ayrıca ‘soruşturma ve görevden uzaklaştırma yetkisi’ ile donatılmıştır. Bu yetkileriyle kurul, yönetsel denetim kurumları içinde ayrıcalıklı bir konum kazanmış ve merkezi yönetimin en etkili aktörlerinden birine dönüşmüştür. Doğrudan Cumhurbaşkanı’na bağlı kurulun yapacağı soruşturmaların ‘yetkili grup başkanı’ ve Cumhurbaşkanı kararnameleri ile yaptırıma dönüşmesi mümkündür. Nitel araştırma yaklaşımına ve içerik analizi araştırma desenine yaslanan çalışmada temel kaynaklar ilgili yasal düzenlemeler ve idari düzenleyici işlemlerdir. Çalışmanın amacı, yeni yapısı ve yetkileriyle DDK’nın denetim ve vesayet bakımından nasıl bir işlev görebileceğini ortaya koymaktır. Bu bağlamda, çalışmada DDK’nın tarihsel geçmişi, yeni yapısı ve işlevleri irdelenmekte, ayrıca kurulun önceki konumuyla yeni konumu karşılaştırılıp nasıl bir değişim geçirdiği ortaya konulmaya çalışılmaktadır. Çalışma sonucunda elde edilen bulgular doğrultusunda kurulun yeni yapısıyla merkeziyetçiliği güçlendirebileceği bu durumun da merkez-yerel ilişkileri bağlamında yeni tartışmalara yol açacağı söylenebilir. Diğer taraftan uygulama boyutuyla değerlendirildiğinde DDK eliyle yerel yönetimlere ilişkin yoğun bir vesayet denetiminin söz konusu değildir.
Öz:Within the scope of the changes in the administrative system following the Presidential Government System; State Supervisory Council (SSC) has been restructured and its audit powers have been expanded and equipped with ‘investigation authority and suspension from office’. With this authority, SSC, has gained a privileged position among managerial audit institutions and has become one of the most influential actors of central government. SSC investigations may become a sanction, with the chairman of the group and the decrees of the President. Based on the qualitative research approach and content analysis research design, the main sources are the relevant legal regulations and decree. The purpose of the study is to reveal how SSB can function in terms of control and guardianship with its new structure and powers. In this context, the historical background, new structure and functions of the SSC are examined, and the new position of the council is compared with the previous position. In line with the findings obtained as a result of the study, it can be said that the new structure of the board can strengthen centralization and this situation will lead to new discussions in the context of center-local relations. On the other hand, when evaluated in terms of implementation, there is no intensive supervision of tutelage of local governments by the SSC.
