Dünya tarihi boyunca çeşitli zamanlarda insanların, grupların ve milletlerin ait oldukları veya kendilerini ait hissettikleri topraklardan farklı yerlere taşındığı bir vaka olup, göç adını verdiğimiz bu hareketlilikler, siyasi ve askeri nedenlerle, dünyayı ve uluslararası ilişkileri derinden etkilemiştir. Suriye'nin yaşamış olduğu iç savaşla, ulusal bütünlüğünün ve güvenliğinin bozulmasının ekonomik, askeri, siyasi, toplumsal sonuçları, dünya göç tarihine girecek derecede tüm dünyayı etkilemiştir. Suriye'de yaşanan bu iç savaş kaynaklı kargaşa, en fazla Suriye'yi ve Suriye halkını sonrasında ise Türkiye'yi etkilemiştir. İç savaş bir gün tamamıyla bitse de söz konusu etkilerin uzun yıllar süreceği, tartışılmaz bir gerçeklik olarak durmaktadır. Bu araştırmada, 2012–2021 yılları arasında, Türkiye Büyük Millet Meclisi'nde (TBMM) grubu bulunan siyasi partilerin Suriye göçü konusuna yaklaşım biçimleri incelenmiştir. Bu kapsamda Suriye göçünün nedenleri, sonuçları, etkilerinin karşılaştırmalı olarak değerlendirilmesi amaçlanmıştır. Böylelikle araştırma, Suriye göçü ve göçmenleri konusunda Türkiye'nin ürettiği politikalar ve bu politikalara ilişkin eleştirel bakış açılarının bütüncül olarak ortaya konulması üzerine odaklanmaktadır. İçerik analizi yönteminin kullanıldığı araştırmada, Türkiye'nin, Suriye göçü konusuna yaklaşım biçimlerinin belirlenip, somut biçimde gösterilmesi öncelenmiştir. Bu çerçevede araştırma, TBMM'de Suriye göçü ve göçmenler konusunda ortak bir tutumun oluşturulması yönündeki engelleri, sorun alanlarını belirlemesi bakımından ayrıca önem taşımaktadır.
It is a phenomenon called migration, in which people, groups and nations move to different places from the lands they belong to or feel they belong to at various times throughout the history of the world, and it has deeply affected the world and international relations for political and military reasons. As a result of the civil war that Syria has experienced, the economic, military, political and social consequences of the deterioration of its national integrity and security have affected the whole world to such an extent that it will enter the history of world migration The turmoil caused by the civil war in Syria affected Syria the most and the Syrian people, and then Turkey. Even though the civil war will end completely one day, it remains an indisputable reality that the said effects will last for many years. In this research, the approaches of political parties in the Turkish Grand National Assembly (TBMM) to the issue of Syrian migration between the years 2012-2021 were examined. In this context, it is aimed to evaluate the causes, results and effects of Syrian migration comparatively. Thus, the research focuses on Turkey's policies on Syrian migration and immigrants and the holistic presentation of critical perspectives on these policies. In the research, in which the content analysis method was used, it was prioritized to determine and present the approaches of Turkey to the Syrian migration issue in a concrete way. In this context, the research is also important in terms of determining the obstacles and problem areas in establishing a common attitude towards Syrian migration and immigrants in the TBMM.
