Öz:Kamu örgütlerinin kamu hizmeti üretme ve sunma faaliyetlerini etkili bir şekilde yerine getirip getirmediklerinin değerlendirilmesi, son derece önemli bir işlevdir. Performans yönetimi kapsamında bu faaliyetlerin ölçümü ve değerlendirilmesinde yararlanılan etkili araçlardan birisi de performans tablolarıdır. Performans tabloları yardımıyla kamu yöneticileri faaliyetlerine uzun vadeli bir perspektifle bakabilirler. Bu anlayış içinde örgütün iç süreçleri ile dış çevre etkenleri arasındaki etkileşimler dikkate alınarak, örgüt, esnek ve şeffaf bir yapı içerisinde faaliyette bulunabilir. Ayrıca yöneticiler, bilgileri düzenleme, belirsizliği azaltma, iletişimi kolaylaştırma, analitik düşünme, risk yönetimi ve alınan kararlarda handikapları azaltma konularında bilgi ve beceri kazanabilirler. Bu anlamda, rekabetin egemen olduğu günümüzde kuşkusuz performans tablolarının hazırlanması büyük önem taşımaktadır. Burada söz konusu olan performans tablosu, örgütün işlevleri ve çevresi ile ilgili göstergelerden oluşan, yöneticilerin doğru karar almalarını sağlayan önemli bir araçtır. Bu çalışmada, kamu örgütlerinde performans yönetimi ve ölçümü; özellikleri, kapsamı, süreci, örnek bir performans tablosu modeli üzerinden tartışılmaya çalışılmıştır. Bu nedenle yöntem olarak yerli ve yabancı yazılı kaynaklara ulaşılmaya çalışılmış ve performans ölçümü konusundaki kuramlar incelenmiştir. Çalışmanın amacı, çeşitli boyutlardaki göstergeleri kapsayan performans tablosu hazırlamanın önemine dikkat çekerek, bu alanda çalışanlara ve uygulayıcılara yeni bir görüş açısı kazandırmaktır.
Abstract:Assessing whether public organizations carry out their service production and delivery activities in an effective manner is a function of great significance. A balanced scoreboard is one of the effective instruments used in meusurement and assessment of these activities within the scope of performance management. Balenced scoreboards help public sector managers to observe their activities with a long-term perspective. Within this understanding, the organization can operate in a flexible and transparent structure, taking into consideration the interactions between the internal processes of the organization and the external environmental factors. In addition, public administrators may acquire information and skills at such matters as organizing information, reducing uncertainties facilitating communication, analytical thinking, risk management and reducing the handicaps in decisions taken. In this sense, preparation of balanced scoreboards has a great importance in our days, wehere competition is dominant. The balanced scoreboard mentioned here is an important tool, which is consisted of indicators related to the functions and the environment of the organization, and enables the managers to take correct decisions. In this study, performance management and its measurement in the public organizations, their characteristics, scope, process is brought up for discussion via an example of a balanced scoreboard model. Therefore, as the study method, national and international literature was rewiewed and the theories on performance measurement were examined. The objective of this study is to point out the importance of preparing balanced scoreboards, which include indicators in several dimensions, and to provide those working and operating in this field with a new standpoint.
